We study color-confinement criteria and the quartet mechanism proposed by Kugo and Ojima. Adopting a special gauge, we find that the criteria are not always satisfied in 3+1 dimensional QCD. Neither the criteria nor the quartet mechanism works in compact (QED)_<2+1> and abelian confinement models. Asymptotic completeness and confinement might be incompatible.
