The local KNO or the Barshay-Yamaguchi (BY) scaling for high-energy local multiplicity distribution in the impact-parameter b-space, σ_N (b, s)/σ_<inel> (b, s) =<N(b, s)>^<-1>ψ(N/<N(b, s)>), is inferred from the following three basic assumptions: (1) Early set-in of the original KNO scaling, (2) the geometrical scaling a la Dias de Deus and (3) the statistical assumption that σ_N(b,s)/σ_<inel>(b, s) is a continuous function of N and <N(b,s)> alone. Particularly for a certain type of model for <N(b,s)>, the BY scaling is actually proved and as a by-product a constraint on the model is obtained. Degree of validity of the inferred BY scaling is discussed, and a brief comment is given concerning the often-adopted "no-fluctuation assumption" σ_N (b, s)/σ_<inel> (b, s)=δ_<N,<N(b, s)>>.
