The internationalization of the Japanese economy in conjunction with the advancement of the worldwide Internet system of computers has generated a resurgent thrust for studying English by the Japanese in recent years. Japanese college students are no longer immune to the resurgent thrust for improving their English proficiency because many Japanese companies often request job applicants to demonstrate their level of English proficiency when conducting job interviews. These business-related circumstances induce institutions of higher education to search for elements that predict English proficiency of the Japanese. This study attempts to find elements that predict L2 (English) proficiency of the Japanese by examining the degree to which three categories of learner's elements are associated with one type of English proficiency of Japanese college students. The three categories are (1) thirteen workforce-related attributes, (2) four types of competence, and (3) proficiency of the Japanese language (L1). Statistical analysis was executed on 410 observations that were collected through a career guidance test of a small college of northern Japan. The results of the data analysis indicated that the thirteen workforce-related attributes had little association with English proficiency, whereas three types of competence and Japanese language proficiency were associated with English proficiency. These findings suggest that English proficiency of Japanese college students is better predicted by their L1 (Japanese) proficiency and some types of competence than by their workforce-related attributes
