We have successfully synthesized the new BiS<inf>2</inf>-based superconductor NdOBiS<inf>2</inf>by F doping. This compound is composed of superconducting BiS<inf>2</inf>layers and blocking NdO layers, which indicates that the BiS<inf>2</inf>layer is analogous to the CuO<inf>2</inf>layer in cuprates or to the Fe--As layer in Fe-based superconductors. We can obtain NdO<inf>1-x</inf>F<inf>x</inf>BiS<inf>2</inf>with bulk superconductivity by a solid-state reaction. Therefore, NdO<inf>1-x</inf>F<inf>x</inf>BiS<inf>2</inf>should be a suitable material for elucidating the mechanism of superconductivity in the BiS<inf>2</inf>layer.
