Organization is neglected in the estimation of a production function. Values constitute organizational culture, which represent the organization. A new method to introduce organizational values in the production function is introduced here, where production and factors of productions are both considered as unobserved variables, given the inconsistency and controversy regarding their estimations. Consumer's satisfaction is also introduced as a variable to create production efficiency rather than just production. This differs from the standard efficient production as this new definition takes into account of the espoused values of the organization. The estimation was conducted from surveys conducted in the industries within the iron and steel sector in Japan.
