The "energy intensity", defined as the ratio of national primary energy consumption(E) over gross domestic product(GDP) of a nation, tends to increase with its early industrial and economic developments, and then to decline with the developments of both high tech and service industries. The historical data of such major industrial countries as, United Kingdom, USA, Germany, France and Japan, show similar patterns. The energy intensity of the People's Republic of China since 1980 shows a declining trend, but its current level is still much higher than those of the major industrial nations. In other words, China's energy efficiency, although it has improved significantly since opening the country to the world in 1978, is still at a low level. An international cooperation to help improve the current situation of China is strongly recommended. To save energy is essential for China's future because of the following three important reasons, in addition to trying to protect our entire world from the environmental destruction: 1. To protect China's agricultural industry that feeds the population of 1.2 billion, 2. To save China's primary energy resources, such as coal, oil and natural gas, for maintaining the economic development and prosperity, and 3. To improve the health and living conditions of China's own people.
