When problems of the global warming and environmental protection are being discussed, our attitudes are often passive because we want to maintain our standards of living. To switch off A/C during a hot summer day is an act no one wishes to conduct, and even if we do, it will not change drastically the overall consumption of energy and CO_2 emission. Human beings need to act more actively to work on CO_2 sequestration. For resource-poor Japan, it is recommended to start importing natural gas from the Siberian Far East by reducing importation of crude oil from the Middle East which is politically unstable and located far from us. Natural gas is cleanest fossil fuel resource among all and can be converted into liquid by the GTL (gas-to-liquid) technology. Importation of gas may be made through a pipeline system which runs along the Japan Sea coast. It is possible to construct underground storage tanks in the depleting oil/gas fields of the Niigata, Yamagata and Akita prefectures at relatively low cost. Underground storage is probably the safest method of storing natural gas. Near a coal-burning electric power station, for example, CO_2 injection into underground aquifers may also be possible to drastically reduce carbon emission. Places for such injections may be found in the Shimane Prefecture. Imported natural gas may be transported as gas through east-west pipelines to the major industrial and consuming cities along the Pacific Ocean coast. At the same time, GTL (liquid like gasoline) may also be transported as automobile fuel for public use in those major cities. Possible pipeline system which can be constructed for natural gas may also be used for hydrogen in the future, if and when the era of natural energy-hydrogen-fuel cell arrives. When the Kyoto Protocol becomes the international agreement, the effort made by Japan in terms of reducing carbon emission may be used for the emission trading.
