In this paper, a research was made to ascertain the policies adopted in the management of the sugar-industry performed in the Satsuma-clan-era. Basing on the historical fact that the sugar-industry at the Amami-islands was unfolded in accordance with what had been existed in correspondence to the clan's financial conditions, the following ways of the 'exploitation' were put under consideration, namely ; high-rated tribute, conversion of the tribute from the rice into the sugar, compulsary cultivation of the sugar cane, compulsary purchase of the sugar, the Satsuma-clans monopoly of the sugar. As the result of this consideration it was ascertained that in the policies in the sugar-industry were contained not only the inevitable historical factors but also some thing quite unique in this Era.
