Study on the theory of technique has been progressing chiefly against the view opposing the development of productive force. This view has been brought forth out of the public nuisance (pollution or disruption of environment) which has increased suddenly and becomes intensified. The logic of public nuisance has been deeply subsumed in the agriculture as it has in industry. One of the reasons why the logic of public nuisance comes to be connoted in the agriculture, is that the characteristic of agricultural technique has been neglected, hitherto. It goes without discussion that the main technical factors in the agriculture are biological, namely, crops, livestock and agricultural land. These technical characteristics of agriculture have not been fixed clearly and exactly in the theory of agricultural technique. Systematized logic of public nuisance in the agriculture was derived from paying little attention to the agricultural technique, in the blind belief in the industrial technique which has put preference on labor productivity. In this thesis, standing the premise of the above mentioned view, the author considered the concept of technique, especially the characteristics of agricultural technique for the purpose of approaching the solution of the problem.
