The rel?txation process of the vicina[ surf'ace induced by the attachment-detachment mechanismis analyzed by the Ginzbtrrg-Landau-Langevin eqtration based on the harmonically-interactingstep (HIS) picture. By the equation, the time evoltttion of the step defornaation width, thestep fltrctuation width and the step diffusion length is analyzed. For the relaxation processfrom small-fluctuation strtncture such as the ground-state strtrcture, these qtrantities show the"universal" scaling behaviors. To verify the restrlt, we perforzned the ]VIonte-Carlo calctulationsfor the free-Fertnion terrace-step-kink (TSK) model and the solid-on-solid step TSK model. Theresult frorn the IN/Ionte-Carlo calculations agrees with the analytic result frorn the HIS picturequantitatively. For the relaxation process from the rotrgh-surface structure, the "non-universal"scaling behaviors are obtained frona the HIS analysis.
