The end-to-end vector distribution function of a semiflexible chain with an arbitrary persistencelength is given in a sinaple analytical form. The explicit representation of the distri button f'unctionenables evaluation of the free energy of a highly charged network as a backbone of the get wherethe electrostatic repulsive forces between charged grotrps increase not only the excluded volumebut also the persistence length. The newly obtained free energy elucidates that the tonic swellingof highly charged gets is tnainly due to the presence of the electrostatic persistence length unlikeweakly charged ones where the electrostatic excluded volttme effect plays an important role. This picture also explains the recently oloserved tonic dependence of the swelling degree and theelastic modulus.
