The role of the valence fluctuation in high-7'. superconductors is investigated fromthe viewpoint that the frequency of valence fluctuation is slower than the frequency oflattice vibration (the breathing mode) so that the lattice displacement manifests twopossible valence states of atoms showing double minaima in the atomic potential. Thiscan lead to a large electron-phonon interaction suggesting that the high-I. supercon-ductors are inherent structural instability superconductors.
