When the surface of a system is overcritical above the transition point, the surface "polarization" induces an appreciable polarization inside. The general theory of such phenomena is presented in the G-L formalism. The precursor effect of magnetism in Pr metal accompanying the central peak can be explained by using the XY character of Pr atom and by assuming the Kosterlitz-Thouless transition at surface. The above theory provides an observable magnitude of this effect. The precursor effect in A-15 compounds is also discussed in the similar context suggesting either the KT or the Ising type transition depending on the anisotropy at surface.
