The role of fluctuation and nonlinearity in the formation process of macroscopic order is discussed together with a brief review of the scaling theory of transient phenomena proposed by the present author. A multi-scaling law in non-uniform systems is proposed and it is confirmed in an exactly soluble nonlinear diffusion equation. A coherent interaction model is also introduced to study self-organizing processes.
