A formulation which is invariant under an additional BRS transformation with nilpotency of order two is presented for the canonical theory of the renormalizable quantum gravity with higher derivatives. The canonical quantization is carried out and various equal time (anti-) commutation relations are derivatives. The canonical quantization is carried out and various equal time (anti-) commutation relations are derived. The asymptotic fields are reanalyzed. The physical particle contents are just the same as those obtained in previous papers.
