Manifestly Covariant Canonical Quantization of 3-D QED with Chern-Simons Term

The 3-D QED with the Chern-Simons topological term is quantized in a manifestly covariant canonical formalism, and the mass and the angular momentum property of physical modes are analyzed. The results are the same as those obtained previously by other methods.
