Using the surface tensor interaction, it is shown that the tensor force for spin-flip configurations exhibits a strong staggering effect with respect to the total angular momentum J. Especially for configurations with |l_pj_p, l_nj_n>, when l_p=l_n±1 and j_p=j_n, the tensor force is strongly repulsive for states with J=0 and is alternatively repulsive and attractive when J is even and odd respectively. This odd-even staggering effect of the tensor force well known in the spectrum ^<210>Bi is also important in explaining the spectrum of ^<140>La and the Newby odd-even energy shift based on the {7/2[404], 7/2[503]} Nilsson configuration.
