The concept of the adiabatic rf plugging applied to the cusp system has been investigated both theoretically and experimentally. In the line and point cusps the plasma dimension across the magnetic field can be so small to the order of the ion Larmor radius. In such thin plasmas the rf electric field can be excited efficiently. The condition for the rf field to form a quasi-potential barrier against a charged particle is discussed theoretically. The structure of this quasi-potential is also demonstrated by various experiments done with a simple cusp device. Based on these features a new scheme of plasma confinement system, composed of a straight cylinder terminated by magnetic cusps with the adiabatic rf plugs, is proposed as a possible prototype of the fusion reactor. This system is characterized by the moderate operating temperature, the impurity-free confinement, and no loss cone instabilities. The power balance problem is considered.
