Propagation characteristics and refractive effects of an oblique electron thermal mode without boundary effects below the electron plasma frequency are studied experimentally and theoretically in an inhomogeneous magnetized plasma. The behavior of this mode observed experimentally was confirmed by the theoretical analysis based on a new type of ray theory.
