放鳥直後における住民の視点からのコウノトリ放鳥の意義 : 新豊岡市全域のアンケート調査から

2005年9月25日に行われたコウノトリの放鳥を住民がどのように捉えているのか，放鳥直後の住民による放鳥の意義を探るため，豊岡市全域住民を対象にアンケート調査を行った。回答者の抽出は，無作為抽出により20歳から79歳までの男女1000人とした。アンケートは郵送により2006 年1月に行い，回収数は594通であった。アンケート調査の結果，回答者の多くが9月24日の放鳥を好意的に捉えていた。放鳥の賛否も，回答者の75%が賛成であった。放鳥に関する心配も，農業関連の心配（32%）よりも放鳥が成功するかどうか（73%）が上回っていた。また，放鳥によってコウノトリの捉え方が変化した割合は全体の62%を占め，放鳥によってコウノトリを好意的に捉える傾向が強くなった。コウノトリの放鳥に関し，新聞やテレビ報道が情報伝達手段として大きな役割を果たしており，コウノトリの放鳥を豊かな自然環境の象徴として伝えていることが多いことも関係していると考えられる。放鳥コウノトリを目撃した割合は全体の25%と多くはないが，放鳥賛成の理由に「もともと野生の鳥だから」が最も選ばれていた。そして，コウノトリは「地域の象徴やシンボル」，「豊かな自然環境の象徴」という捉え方が多く，「経済効果を生み出すもの」という利益に直結した捉え方は非常に少なかった。これは，コウノトリの放鳥を，「利益があるから」として評価しているわけではないことを示すとも考えられる。今までの野生復帰は，人里から離れたところで行われてきており，今回のコウノトリの放鳥は，人里で行われる初めてのケースである。今回，明らかになった住民によるコウノトリの放鳥の捉え方は，生活に直結するような利益というよりはむしろ環境問題や地域の象徴など金銭的とは必ずしもいえないメリットが関係しており，結果的に，それらのメリットによって，放鳥が住民にとって意義あるものとして受け入れられているといえる。This questionnaire survey was aimed at the local people in Toyooka city and concerned the significance of the release of oriental white storks (ciconiaboyciana) on September 24th in 2005. 1,000 respondents ranging in age from 20 to 79 were selected by random sampling and the survey was undertaken on January 20th, 2006 by mail. The response rate was for 59.4%.From the results of this survey, most of the respondents perceived the release on September 24th in a favorable light. 75% of them agreed with the release. Concerning worries about the release the proportion of respondents answering “the success to the release (73%)” exceeded that who were worried over “the damage to farming (32%).”62% of the respondents changed their opinion about the white stork as a result of the release, and the release has raised the proportion favoring the white stork. However, this result might be affected by the media. They reported the release as a symbol of richness of the natural environment and the media played an important role in transmitting information of the release to the people.Overall, it may be concluded that there is some connection between observing white storks and appreciating them in a positive light.In this survey, just 25% of the total saw the released white storks, nevertheless, a lot of respondents appreciated them. The most-selected answer as the reason of approval was “the white storks are originally wild birds.” Although white storks were perceived mostly as “the symbol of the region” or “the symbol of a rich natural environment”, those answering “generating economic effects” was small in number. This means that the people are not inclined to evaluate the release of the white storks as something directly linked to their pecuniary interests. This also indicated that just because the white storks bring profits to the local people it does not mean the people are inclined to appreciate them positively.Until now, re-introductions have been implemented in places distant from towns. This release of white storks was the first performed in a town. This research suggested that the perception of the release of the white storks might be linked, not with monetary gain, but something intangible like the symbol of Toyooka city or a sign of the excellent environment of this region. As a result, the release is accepted as significant for local people because of these merits
