At the present time, the port is playing an important role on traffic parts concerning with capitalistic enterprises. Furthermore, the port is carrying out the developmental function to its regional or urban areas as well as the potentiality for location of "To sea-directive manufacture". Then the consideration should be taken into the meaning of the port, not only as its connecting point of marine transportation, but also its economical structure in the national production. On the assumption that the locality of ports corresponds with industrial region, the present auther will demonstrate the relation between the "To sea-directive manufacture" and one aspect of urban function, dealing with Shiogama Port as an instance. Now in this paper, the conclusions will be presented as follows: 1) At first, the close correlation between "To sea-directive manufacture" and the function of port has been analized especially from the status of import and export cargo. 2) Shiogama Port will be defined as the "Local urban port" and has combining properties with the subordinative to steam-power plant and allocative base of petroleum. 3) Shiogama Port shall have practically the character of "Sub-To-sea-directive manufacturing" region. 4) It will be necessary to be constructed Sendai Port in this areas including Shiogama Port, but its functional share is not distinct in the situation of Shiogama and Sendai Ports.
