The rigidity of the reserve flow that travels along the shroud at the off-design low-flow rates is found to be caused by its guidance of the longitudinal vortex, which has the property of a turbulent Ekman layer vortex roll. The reverse flow then penetrates through the hollow core of this roll and thus stabilizes it due to vortex stretching. The shell of this hollow vortex roll behaves as a circular textile sheet made of windings of three-dimensional vortex filaments, which originate from the laminar Ekman layer vortex rolls. The discovery of the spiral-longitudinal-vortex-natured turbulent-Ekman-layer may introduce a further discipline into the field of the vortex dynamics.
