The property of rotating stall of turbocompressors and -pumps as Rossby waves was determined from the experimental results given in the previous papers [1, 2, 3, 4, 5, 6]. A mathematical treatment of these findings is carried out in the present paper. It is shown, that the Rossby waves over the circumference of the impeller are composed of the elementary Rossby-waves-sections which are generated in the blade channels by the flow reversal from outlet to inlet of the impeller. This reversed flow originates from the hub pressure corner of the neighbouring blade channel, bending over the blade outlet edge and travelling backwards along the shroud /suction corner. The mechanism of the generation of the Rossby-wave in the blade channel is considered by means of the model of a rotating straight channel with sloped bottom. The gradient of the height of the fluid above this sloped bottom models the pressure gradient across the blade channel of the impeller. Since the fluid in the rotating system is constrained by the Taylor-column effect to keep its original height, any disturbance will cause it to generate a progressive wave, an elementary Rossby-wave, with an inclined front along the longitudinal direction of the channel. The fluid dynamics of the generation of this elementary Rossby wave is mathematecally treated according to the meteorological theory [7]. It will be shown in Part II that the inclinement and the penetrating depth of the elemetary Rossby wave are determined by the intensity of the reverse flow mentioned. The steadiness of the change of the reverse flow around the circumference of the impeller will make a steady transition of the elementary Rossby wave from blade channel to blade channel. In this way, a steady, overall Rossby wave is generated arround the circumference of the impeller.
