To explore the role of effciency of the so-called soft countermeasures in storm surge disasters, firstly the actual exciting cause by disasters is clarified by reference to the Ise Bay Typhoon Disaster occurred in 1959 causing the highest death toll by storm surges in Japan. Secondly the coastlands bordering Ise Bay are divided into units according to administrative districts and the numbers of dead and missing persons in each district are counted separately in order to obtain the relationship between life risk and accuracy and thoroughness of disaster information. Relations between transmission of the evacuation order, disaster information, maximum tidal level, actual state of the disaster and life risk are also established. Finally, the positive effects of the soft countermeasures are elucidated.
