By using a bosonic Chern-Simons gavtge theory the ground state of the planar elec-tron system is analyzed in the presence of an external magnetic field. Tl?e distinctivefeature or our theory is that a renormalization counter term ( l (! l 7u ) l 17/ l' whichrepresents explicitly a hard-core condition plays important roles, where cx and M arethe statistics parameter and the mass of the electron. The following rccsults are ob-tained systematically in the semiclassicrtl approximation. When v = 1 /k (k odd) withv being the Landau level filling factor, the ground state is incompressible and de-scribed by the Laughlin wavefunction. On the other hand, when v - 1 / /c, the groundstate is compressible and it is given by the Wigner crystal made of quasiholes (antivor-tices). The wavefunction of the Wigner crystal is also calcttlated, which is found tocoincide with that of the Laughlin quasiholes. In these analyses the Coulomb interac-tion between electrons plays a crucial role.
