Electric and Magnetic Gauge Symmetries in the Abelian Higgs Model

We analyze the effects of topological excitations in the Abelian Higgs model in continuous space-time. The space dimension is either two or three. We show that the vortex condensation gives rise to a magnetic gauge symmetry in addition to an original electric gauge symmetry. The magnetic gauge symmetry is associated with a massless field which couples only with the fractional component of the external charge. Contrary to the lattice Higgs version, the continuous model does not confine electric charges.
