Savvidy vacuum of SU (2) gauge theory is known to be a color ferromagnetic state, but to be unstable. We show that unstable modes in the vacuum condense to form a stable quantum Hall state. As a result, the ferromagnetic state involving the quantum Hall state is realized as a stable groudstate. We discuss that such a state arises in dense quark matter.
