The dielectric function is calculated from the Vlasov-Boltzmann equation beyond themean field approximation by considering the collisional effect among electrons. Thecollisional effect is large for any value of the plasma papameter in two dimensionsHydrodynamic equations can be used for a fluid state in describing disturbancesvarying slowly in space and time because short-range correlations are large andcollective modes are of low frequency in two dimensions. The dielectric functuon uscalculated from linearized hydrodynamic equations including the presence of a mag-netic field and dilute impurities. The expression is valid for small wavenumber and for afluid state and coincides in the low density limit with that calculated from the VlasovBoltzmann equation. Collective modes are examined in varuous cases.
