Representations of configurational entropy of ice Ih are obtained followingthe ways of Pauling's estimation. A phenomenological free energy expression isproposed using one of the entropy representations together with the terms ofdipole-dipole interaction among eight sublattices. The experimental results ofanisotropic static dielectric constants and their temperature dependences are wellunderstood through this free energy expression. Effective dipole moments of awater molecule in H.0 and 0.0 ice Ih are evaluated, respectively, as 2.30 and2.38 Debye.
