A mechanism of the drastic reduction of the relaxation time by doping of a smallamount of KOH into ice Ih is discussed using the Eyring's theory of the elementaryrate process by introducing a phenomenological parameter. It is deduced that thisreduction of the relaxation time is strongly attributed to the release of watermolecules from the ice rule which acts as a strong limitation to proton rearrangement.
