The dependence of the gauge coupling constant on the instanton size is investigated by means of renormalization group techniques. The suppression of tunnelings due to a massless quark is almost completely restored by a dynamical mass generated through spontaneously broken chiral symmetry of the vacuum. A first-order phase transition occurs in the vacuum permeability under a uniform color electric field, at the critical strength of 〜(270 MeV)^2 in the case of three massless quark flavors. A resulting picture for hadrons, which is close to that of the MIT bag model, is also discussed.
