A baryon-lepton symmetry which was first discovered in charged weak current by Gamba, Marshak and Okubo in 1959 and extended to the two-neutrino scheme in 1962 is applied to neutral weak current. We generalize the symmetry hitherto only based on a real rotation of one angle (the so-called Cabibbo angle) to a general rotation, double SU(2), including three angles. The neutral hadronic current with ΔS=1 is automatically forbidden as a consequence of muon number conservation and electron-muon universally in neutral leptonic current. A possible model is suggested from our symmetry that strengths of the Δs=1 neutral current and of the CP violation are of the same order as that of violation of electron-muon universality in leptonic current. Other physical effects are discussed in detail.
