The relativistic mechanics of two point particles bound by an action-at-a-distance force is studied on the basis of a Lagrangian formalism. Since the action is invariant under reparametrizations τ→τ'(τ), there is an arbitrary function in the theory. The classical theory is discussed in some gauge conditions, and it is shown that it corresponds to Newtonian mechanics in the non-relativistic limit. Quantization can be done by using Dirac's Hamiltonian formalism, and a ghost-free bi-local field and its wave equation without subsidiary conditions are obtained. In the Hooke-type force case, Regge trajectories of meson are given, and their slopes depend on the constituent masses.
