Since the ODLRO by itself cannot always lead to dynamical superfluidity, we must seek for a supplementary condition for the persistent flow. The condition found here is that, even when weak impurities exist, the Josephson-Baym phase fluctuation spectrum remains to be valid for long wave-length components of the fluctuation including the extreme cases k=(2π/L), (4π/L), ….
