The neutrino theory of light is reexamined. The electromagnetic potential A_μ(x) describing both the transverse and longitudinal waves are expressed in a bilinear form of the neutrino field ψ(x), according to the gauge independent formalism of quantum electrodynamics. The continuous mass spectrum ρ(k^2) is introduced for the composite photon, which plays an essential role in overcoming present serious problems. It is concluded that the conceivable differences in the statistical behavior of composite photons and in the scattering matrix from the results of conventional quantum electrodynamics, remains of order ε(ε is the upper bound of the continuous mass spectrum ρ(k^2) assuming ε is sufficiently small compared with the energy-momentum resolution of particles under interactions with photons, including photons themselves.
