• The purpose of this paper is to examine what a C-Test measures. To this end, an attempt to control two variables is made. Four C-Tests are constructed by a combination of two different levels of the content and difficulty variables and are administered to 140 EFL Japanese college students. The results and the following discussions indicate that the C-Tests tend to measure the subjects' vocabulary competence and grammatical competence. It is argued, finally, that a reason for this tendency lies in the deletion procedure in the design of C-Tests.
