A survey was conducted to investigate how pre-secondary school children learn English at a conversation school. A total of 22 out of the 67 schools responded. 16 schools (70%) meet once a week and 6 (26%) twice a week. One class period usually lasts about 60 minutes. Learners are mainly primary school children, comprising 90% of the 751 total. More than 90% of the school have less than 15 learners in one class. Emphasis is on spoken English. 70% of the schools, irrespective of the size of a school, use their privately prepared teaching materials and the rest use commercially available materials, two of which are published in Japan and nine of which abroad. Almost all the Japanese teachers concerned are university graduates with an English major. 80% of them use Japanese sometimes or more in class. Specified goals center on the acquisition of accurate pronunciation and a sense of internationalization. About 40% of the schools have a short trip-abroad program. The most popular country visited is the USA. It is doubtful whether the current amount of English exposure children receive activates their inborn language acquisition ability successfully. The Japanese language, used with the intention of helping children acquire English, may hinder the process in the long run. In order to aid this acquisition it is imperative to set up a linguistic environment where they may be exposed to a greater amount of English.
