Foreign accent is mainly perceived by a native speaker of English as some combination of segmental and suprasegmental differences. These distinguish the speech of native from that of non-native speakers. Sound substitution, which I have divided into total and partial, is a possible cause of the perception of a "foreign" accent on the segmental level. This paper reveals that partial sound substitution is a more persistant cause than is total sound substitution, because it is heard just below what Rivers terms the "threshold of audibility" of a native speaker of English. This paper is also concerned with one particular source of sound distortion, viz. differences between the rhythmic patterns of Japanese and English languages. A Japanese learner who is not sufficiently versed in the stress-timed rhythm of English is likely to distort sounds in such a way as to make them appear overly clear or over-enunciated. It may be safely said that sound distortion caused by a difference in rhythm between English and Japanese can have more influence on a foreign accent than does a segmental sound substitution between the two languages. Both present difficult problems. Both are concerned not only with phonetic deviations in pronunciation but also with a native speaker's perception of phonetic deviations. An important question is "whether every audible acoustic difference is weighed equally when a foreign accent is perceived." A more comprehensive examination of what and how a native speaker perceives a foreign accent seems to be needed.
