Human's ability to perceive image details falls precipitously as function of the distance away from his focal point of visual attention. To reduce transmission rate without degrading perceived video quality, in Region-of-Interest (ROI)-based video streaming, the spatial region where the client is currently observing is encoded in high quality (HQ), while other regions away from viewer's focal attention are encoded in low quality (LQ). ROI-based video streaming requires real-time video encoding given currently collected viewer's gaze data, however, which is computationally expensive. In this paper, we propose a switchable mix-quality streaming system with two pre-encoded bit-streams representing the same video content. The first bit-stream is encoded in HQ for all spatial regions. The second bit-stream is encoded in mixed quality (MQ): spatial regions with visual saliency values above a threshold are encoded in HQ, while the other regions are encoded in LQ. Distributed Source Coding (DSC) frames are periodically inserted to facilitate switching between the two streams. Given such proposed system, server can switch from MQ to HQ stream at the next DSC frame boundary if viewer's gaze location falls outside the high saliency regions to avoid noticeable visual quality degradation with the video streaming rate can be decreased by up to 20%.
