To protect networks from overloaded traffic at an emergent situation such as a natural disaster, telecom companies have usually took a measure of originator regulation for the last several decades by limiting or discarding most of users' calls. This strips telecommunication networks of the most important function to provide communication services among the public in an emergent situation. Although Next Generation Network (NGN) came into practical use in 2008, the reality of the overload protection mechanism of IP Multimedia Subsystem (IMS) is not fully understood. This paper summarizes the previous works in this field and organizes signaling messages as well as IMS services into several categories. Dividing services into three categories according to resource usages as well as control methods of calls. We divide SIP messages into three priority levels. Using these priorities, IMS can provide its service continuity even at disaster situation.
