Spectrum scarcity is a crucial problem emerging in communication technology after a long period of frequency allocation. This problem weighed not only technicians and experts in RF research field but also the governments, the international negotiation organizations and the 3G telecommunication companies. Especially in Japan, where the Analog Broadcasting will be ended on July 24, 2011 to come up for the digital broadcasting, named Ground Television Broadcast. This offers various high-quality broadcasting services including high-resolution of digital hi-vision, high-sound quality and useful valuable regional information broadcast. At the same time, since a wide range of vacant frequency (blank space) is created, we aimed to use these electric waves in proper purposes. Hence, for long term spectrum monitoring studies, it would be crucial to determine spectrum hole (white space and gray space) and the possibility to estimate the utilization of spectrum using real RF data. In this paper, we show a statistical analysis of spectrum utilization using long-term measurement RF data based on duty cycle evaluation. This evaluation is a typical method to analyze the spectral occupancy quantitatively based on noise margin, false alarm rate and level of occupancy.
