A main aim of this paper is to review the history of technical cooperation in the post-WWII. In particular, however, the paper focuses on great changes in the post-cold war era in the 1990s, when market economy has been a dominant economic system. Under such a situation, the role of governments must have become so important that theoretical approach to economic development and market economic management are changing its main stream from neo-classical to market-enhancing one. In the area of technical cooperation, intellectual assistance such as policy management, institutional establishment of market economy and legal system have become essential. Intellectual cooperation also should be done in multi-level. structure, namely in the government policymakers as well as academic people and research people, and private business people. Japan's technical cooperation in the area of economic development is changing its main concept. Lessons from Japan's miracle in the post-WWII should be modified to transfer to the other developing countries, after experiencing the "lost decade" in the 1990s. Also the principle of market economic management is now argued around the world. In this context, Japan's experiences should be reevaluated again. This paper tries to be a preparatory study to establish a new paradigm for Japan's intellectual cooperation.
