This short note tries to characterize APEC from growth and new trade theories. There are major three parts (1) Comments on the Dr. Krugman's paper titled "The Myth of Asia's Miracle", (2) APEC's characteristics from new trade theories, and (3) APEC as an international organization. The essential factors for Asia's growth missed by Dr. Krugman are technology developments in capital or human resources. If growth of technology development embodied with capital stock increase and human resources is separated with these factors growth, total productivity increase will be much higher than Dr. Krugman's argument. New trade theories different from traditional Hechsher-Ohlin Theory, assuming decline of marginal costs, imperfect competition may justify regional cooperation from economic welfare point of view. Also strategic trade policies may be justified. Most of the Asian countries have taken these trade policies, which may be one of the reasons for today's rapid economic growth. In this connection too rapid trade liberalization might have detrimental efforts on Asians growth. APEC should be a "loose" regional cooperation through establishment of closer economic relationship. Trade liberalization is one of them. It should not be only one target.
