Ten years have pasted from the start of transition to the market economies in former centrally-planned economies. The results have been so much different among countries. The reasons for the differences are as follows; (1) initial conditions such as social economic structure (2) approaches such as shock therapy or gradualism (3) political situations. The Polish case should be a good example to examine whether shock approach could be effective or not. Comparing with Asian trasitional countries like China, Vietnam and others, Central European countries had spent too much time to achieve stability. However eventually most of central European countries had realized macroeconomic stability and liberalization. In particular the Polish case, which was evaluated as a failure case drawn by shock approach, implies that basic institutional reform should be an essential condition for sustainable development. Private sector activities in Poland have been dynamic due to privatization policy as well as private sector promotion measures. The institutional transitional to a market economy is not yet complete. In this situation there is a need to plan a comprehensive program of the next stage of the economic and political transition in Poland.
