We propose a Rate Fairness Preemption (RFP) scheme to provide rate fairness for flows with different service requirements (weights) in OBS networks. The RFP scheme approximately allocates fair bandwidth to all flows and provides rate fairness by using the preemption technique. The simulation results present that the RFP scheme is an efficient solution to provide rate fairness in OBS networks.
