Mean hadron multiplicities in central nucleus-nucleus collisions at RHIC and LHC regions are estimated using the collective quark tube model and the wounded nucleon model for a non-thermal scenario. The same quantities in a hot quark-gluon plasma(QGP) scenario and a hot pion gas scenario are estimated using the maximum entropy method with the Bjorken's scaling hydrodynamics cut in the rapidity space to take into account the energy conservation. Comparison between the results of the four cases indicates that the usefulness of hadron multiplicities as a QGP signal depends on the initial time or the initial temperature when the thermal equilibrium is established in the thermal scenarios.
