Japan's Mass Media and Foreign Policy : The Case of the International Peace Cooperation Law

This paper discusses the triangular relationship among foreign policy, mass media and public opinion, in particular the policy making process of the International Peace Cooperation Law (IPCL) in 1992. The legislation represents a breakthrough in Japan's postwar foreign and security policy, by opening a way for overseas dispatch of the Self-Defence Forces (SDF). Moreover, its enactment contrasts with a failed attempt of the preceding bill, the U.N. Peace Cooperation Bill, in 1990. By comparing the policy making process of IPCL with the one of the unsuccessful predecessor, the study finds that accumulations of changes in domestic politics and societal norms between 1990 and 1992, which were evident in the discourse of the media coverage and the result of opinion polls, produced a successful enactment of the law in question.
