保育政策の変遷にみる児童養育の私事化

Child care policy is to face many problems of child rearing in families which are produced in the system of a capitalist society. Because women's labor power has increased in the development of capitalism in society, the function of child rearing in families was destroyed, so child care services were needed to support child rearing in families. However, that socialization of child rearing was not enough to solve many problems of child rearing in families due to the force of capitalist policy in society, so we can say child care policy is privatizing child rearing, not socializing child rearing. This study is to clarify privatization of child rearing examining the process of child care policy. Capitalist society has the rule in which a family has responsibility for child rearing. Child care policy obeys economy policy, labor policy, family policy and population policy in a capitalist society. So, socialization of child rearing in a capitalist society has a limit due to the rule of capitalism and the privatization of child rearing is proceeding.
