The purpose of residential child care institutions changed from protecting children to supporting children to become independent since the reformed child welfare law in 1997. The situation of residential child care instituitions around has changed rapidly, so an issue is psychological care of abused children, handicapped children, and others not only care.So, first I consider how to cope with child welfare policy, considering the needs of children in residential child care institutions. Second I clarify the concept of supporting children to become independent and either what are individual aspects or what are social aspects in that.It seems that there are individual aspects in supporting children to become independent because there is individual care in practice in residential child institutions, particularly it is important to make an attachment between a child and a care worker. But I can say there is a social aspect in it. The reason of this is that child care is a social service and supporting children to become independent is "socialuzation" in child care.
