This paper presents an introduction and a brief overview of a fuzzy expert system. It examines (1) how the technique of knowledge engineering can be applied to regional environmental problems and (2) the difficulties encountered in this application. The fuzzy expert system which is a kind of knowledge engineering with fuzzy theory, was introduced and applied to a regional disaster prevention problem. As a result, it was found to utilize an unvisualized and shallow qualitative knowledge as a knowledge base, and based on them, a prototype model for the diagnostic system of flood risk can be proposed.
